Sothê-êtha Îè (/ˈsoʃɘ/ /ˈɘθa/ [obese] [top; mountain; peak]) is a subtropical Large City located in the Sshaumerilel County of the Union of Engineers.
The name Sothê-êtha Îè is derived from the Sylvin language, as Sothê-êtha Îè was founded by Snoctî, who was culturaly Iron Elvish.
Climate
Sothê-êtha Îè has a yearly average temperature of 26°C (78°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a pleasant 22°C (71°F). Sothê-êtha Îè receives an average of 164 cm/y (64 in/y) of precipitation, most of which comes in the form of rain during the fall. Sothê-êtha Îè covers an area of nearly 274 km2 (109 mi2), and an average elevation of 5018 m (16463 ft) above sea level.
Overview
Sothê-êtha Îè was founded durring the late 10th century, by Snoctî. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Snoctî.
Sothê-êtha Îè was built using the conventions of Iron Elvish durring the late 10th century. Naturaly, all settlmentss have their own look to them, and Sothê-êtha Îè is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Sothê-êtha Îè is buildings are grouped arround an odd layout of premissive cobblestone streets, which seems to be based on an overlapping squair patern such that there are small squares at the cornor of every bigger square. Sometimes buildings exist in the smaller squaires, other times they are open spaces, or occupied by temporary structures. The city has a set of well fortified walls, with gatehouses, watch towers, battlments, and even a moat, which are fashioned from stone and timber. Sothê-êtha Îè's walls are, howeaver, fashioned from stone and timber. While unorthadox, the design looks to be functional to a reasonable degree. With luck, the untested design will remain untested for years to come. The unusual though effective defenses has suffered a visible ammount of structural damage, leaving them effectivly useless. One can't help but wonder why the has not yet effected repairs.
Right off the bat Sothê-êtha Îè hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this city has come into quite a lot of wealth, and recently from the looks of things. The city is very clearly a joyfull place as well as wealthy. Music can be heard often, as well as laughter. The smell of food and drink permiates the air. You can’t help but smile.

Sothê-êtha Îè has an animal control department which works to enforce local ordinances relating to the control, impoundment, and disposition of animals.

They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Sothê-êtha Îè's parks.
Sothê-êtha Îè has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Sothê-êtha Îè.
Sothê-êtha Îè has a government-funded child care program, overseen by the local Department of Nursemaids, which is responsible for providing childcare to working-class citizens according to local ordinances.
Sothê-êtha Îè has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Sothê-êtha Îè has a Department of Firefighters, which is responsible for organizing fire fighting efforts during a fire and enforcing local ordinances relating to fire safety.
Sothê-êtha Îè has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Sothê-êtha Îè has a Hall of Slayers, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Sothê-êtha Îè has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Sothê-êtha Îè's public wards, blessings, and other arcane systems.
Sothê-êtha Îè has an Arcane Academy which provides higher education in the arcane sciences.
Sothê-êtha Îè possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Large City. Sothê-êtha Îè's grid is powered by an arcane means.
Sothê-êtha Îè's old civil lighting system was converted to Galvanic Lamps recently, and expanded to provide nighttime illumination to all city streets.
Sothê-êtha Îè has a first rate hospital which caters to anyone in need of long term medical care.
Sothê-êtha Îè has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Sothê-êtha Îè has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Sothê-êtha Îè's natural decorations nor waterways.
Sothê-êtha Îè has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Sothê-êtha Îè has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Sothê-êtha Îè has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Sothê-êtha Îè is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Life is hard in Sothê-êtha Îè. Its people are impoverished compared to their peers elsewhere. Something is making the locals stay, however, whether fear of the alternative, hope for a better future, or a stubborn attachment to their ancestral lands. Whatver the reason, living in this harsh area for generations has made the people of Sothê-êtha Îè a notably resourceful and hearty people.
Sothê-êtha Îè's mayor's house was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.
In Sothê-êtha Îè snow is warm to the touch and does not melt within city limits. Also it only happens during summer.
The Drake, Forest near Sothê-êtha Îè are known to be quite timid.
Sothê-êtha Îè's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves ritual combat to channel Invocation energies of tier 2 via throat singing.

History
In time immemorial, reportedly some time during the late 2nd century the Dräf-æ̈rïtsïkwi Forest was struck by a drought when Tarn Ratfish grew too small to continue feeding Creek Arching, which reduced the available water supply nationwide, but was especially harsh in the area arround Sothê-êtha Îè. As the neighboring regions had no water so spare, Sothê-êtha Îè lost 266 people, and 217 livestock in the disaster.. The drought lasted for 3 weeks, which are remembered as the Heartbreak Thirst.
